Disclosed in the present invention are a high-permeability protein or polypeptide conjugate, and a use thereof. The high-permeability protein conjugate is formed by bonding a tertiary amine oxide group-containing polymer to a protein other than insulin; and the high-permeability polypeptide conjugate is formed by bonding a tertiary amine oxide group-containing polymer to a polypeptide. The present invention also endows the protein and the polypeptide with the ability of efficiently penetrating stratum corneum and epithelial cells and the permeability in tissue; and the present invention can endow the protein and the polypeptide with better stability and fast endocytosis capability, and with the druggability acting on a protein at an intracellular target. Therefore, the present invention can be used for preparing drugs for efficient transdermal administration, eye drop administration and oral administration.
