A method of preventing or reversing vascular hemodialysis access dysfunction includes wrapping an anastomosis injury site with the implantable drug delivery device. A method of making the implantable drug delivery device includes forming a substrate; forming nanoparticles containing a therapeutic agent by encapsulation and/or from an emulsion; and applying the nanoparticles to the substrate.
