The present technology relates to a technology for properly adsorbing an organic fluorine compound (a PFAS) typified by PFOA/PFOS, a harmful organic chemical substance such as BTEX, an agrichemical substance, a heavy metal and other that flow out into an environment including soil, and a main purpose of the present technology is to provide a technology which makes it possible to disperse a porous carbon material that is an adsorbing material in a liquid effectively.?The present inventors have made extensive studies. As a result, it is found that a porous carbon material can be dispersed in a liquid effectively by using an ionic biodegradable polymer as a dispersant.
